Fill in form, get letter from your adoption agency confirming adoption, call MSP and ask for the special files section. Explain the situation and fax form into specific person. You should be able to access a direct number, and receive the CareCard number over the phone within a day or two. If you are told this isn't possible, they are wrong! If you are told that your child doesn't qualify for three months, they are wrong!
